Since North Korea declared it had conducted a test of H-bomb on November 6, 2016 not only the debates on this issue not been finalized, but diplomatic negotiations of major Pacific countries intensified. Of particular importance in this context has been a proposal put forward on January 22 by the South Korean President Park Geun-hye to hold five-party talks to discuss current situation on the Korean peninsula with the participation of Russia, China, the United States, Japan and the Republic of Korea excluding North Korea. Response of the regional powers to the Seoul’s proposal will largely affect the political situation on the Korean Peninsula and the DPRK's position.
