China: The Impact of New Agricultural Reforms on Food Security (Lauren Hooley, Future Directions International)

The Chinese Government has announced a wide range of agricultural reforms in its “№ 1 Central Document”, its first policy statement of the year. The document’s focus on the agricultural sector marks the thirteenth consecutive year that Beijing has listed agriculture as a top policy priority. It calls for supply-side reforms to increase quality and efficiency and reduce environmental pressures, while continuing to improve the lives of the rural population. The document emphasises the need to reduce the disparity between the oversupply of certain products, particularly grain, and undersupply of other high-quality products, such as meat and dairy. Concerns over food security are addressed by increased production capacity and an emphasis on green farming.
