The construction of 12 new submarines to replace the Royal Australian Navy’sCollins-class fleet represents the largest defence acquisition program in Australian history. The 2016 Defence White Paper foresees a phased acquisition process lasting around 20-30 years and a budget running into tens of billions of dollars. But the Future Submarine Program has turned out to be politically controversial, especially with regards to foreign participation in the construction process.
