Clinton and Trump went toe-to-toe this week for the first Presidential debate. 30 minutes in, it looked like Trump was pulling off ‘The Haranguing at Hofstra’, but Clinton soon stepped forward to slay an increasingly unhinged DJT with her studied wonkery, serene expression and even a shimmy. If you’re reading this you’ve likely imbibed a lot of debate analysis already, so we’ll just present our favourite piece (not to be ‘braggadocious’): Frank Bruni’s Sympathy for the Donald. After arbitration: enforcing the rules in Southeast Asia (Amelia Long, The Strategist)

The recent award handed down by the Arbitral Tribunal through the Permanent Court of Arbitration undoubtedly favours the Philippines (PDF) and is unlikely to end Beijing’s assertive behaviour in the South China Sea. Beijing has wasted no time in rejecting the ruling, claiming it to be ‘null and void’, but the superpower isn’t likely to go running away with its tail between its legs. In fact, China has vowed to ‘take all necessary measures to protect its sovereignty in the South China Sea’, including potentially establishing an ADIZ across the region. But how other claimant and non-claimant states act in response to the Tribunal’s ruling will set an important precedent for dealing with behaviour that challenges the rules-based global order.

Welcome back to another week of ASPI suggests, where we’ll kick off with a quick look at some of the debate around FBI chief James Comey’s announcement on Tuesday that the Bureau won’t be recommending criminal charges over Hillary Clinton’s mishandling of classified information. Politico asks the simplest question: while everyone’s looking at the emails that have been made public, what’s missing from Clinton’s email history and why might those emails have been deleted? The Washington Post questions Comey’s presentation, which saw him spend 14 minutes building an unquestionable case for Clinton’s negligence before branding it as solely ‘extremely careless’. And The Atlantic takes a detailed look at this and other familiar scandals (from Lewinski to Benghazi) that might come back to bite Clinton during the race for the Oval Office.
