President Obama’s announcement follows a decision in 2015 to slow down the planned drawdown of U.S. troops from the current 9,800 to just an embassy presence by the end of 2015, as well as a more recent order last month giving U.S. military leaders more leeway on decisions to conduct strikes on the Taliban in defense of Afghan forces.
