President Obama’s decision on troop levels in Afghanistan is mildly commendable and utterly predictable. He has already given up his dream of pulling all U.S. troops out before he leaves office. Now he has given up his plan to cut troop levels from 9,800 to 5,500. Instead, he will cut to “only” 8,400.
