Processi Critici - Le ragioni di un impegno (di Marco Emanuele)

Nel mondo di oggi c’è la necessità di uno “sguardo largo e lungo”. Avverto l’urgenza di un “progetto di civiltà” dicendo che, nel nostro mondo a-polare , esso viene sempre più male inteso e praticato come “progetto di civilizzazione”, di sopraffazione, di dominio anche attraverso l’utilizzo della maschera sfolgorante della democrazia, attraverso il “circo mediatico” e nel “vuoto politico”. Anche se è tutt’altro che facile, tento di contestualizzare il bisogno di un “progetto di civiltà” e di provare a rispondere alla domanda: perché occorre impegnarsi ? Certamente non ho l’ambizione di definire una risposta onnicomprensiva in questa riflessione, il che sarebbe folle, ma ho l’intenzione di avviare un processo, di ri-tornare alla realtà- in- noi, che spesso dimentichiamo.

Se dovessi individuare un punto dal quale sviluppare il ragionamento partirei da come si possa guardare alla storia: pongo il tema di un atteggiamento progettuale, dentro alle informalità e alle transizioni, dinamico che, invitando ciascuno di noi a calarsi dentro la verità della realtà (e a innovarsi, fecondandosi), nei fatti ci stravolge e ci chiama a una responsabilità del tutto sconosciuta al nostro pensiero ancora statico, lineare, separante, escludente, compartimentato, “novecentesco”, adatto a un mondo che non c’è più. E questo si vede, particolarmente ma non solo, in politica.

Scrivevo prima di “vuoto politico”. Ebbene, c’è una “miseria politica” per superare la quale non abbiamo bisogno di “angeli del cambiamento” (di quelli che “ci mettono la faccia” o, peggio mi sento, dei politici del “o riforme o morte” o del “dopo di me il nulla”) bensì di paradigmi innovativii, di ri-pensare per ri-fondare la politica in senso complesso. La spinta sulla personalizzazione cancella gli spazi dell’esperienza politica, del talento politico che è il talento di guardare dentro la realtà per guardare oltre. L’esperienza politica, calata nella realtà-che-è, permette di ri-pensare “luoghi” condivisi di partecipazione e di governo, ben sapendo che il governo della realtà non può essere onnicomprensivo perché, realtà docet, non tutto è governabile e, aggiungo io, fortunatamente.

Altresì, cambiano continuamente le forme e le modalità del partecipare e del governare. In un tempo storico nel quale lo “stato” novecentesco sta perdendo molto del suo senso e le democrazie rappresentative sono sempre di più “senza demos”, è tutt’altro che banale ri-fletterci nelle grandi questioni sulla convivenza.

La mia impressione, e non può che essere tale viste la fluidità, la velocità e la radicalità dei processi storici, è che non si possano più assolutizzare le nostre “certezze lineari” su noi stessi e sulla realtà, il che non significa – per quanto ovvio – che sia sbagliato avere certezze. Una sana cultura del dubbio serve a relativizzare le certezze, a problematizzarle, a calarle nella realtà rendendole realistiche. Troppi sono i processi storici nel tempo che viviamo, e troppa è la loro interrelazione sistemica e la loro innovazione veloce e radicale, per conservare come “eternamente immutabili” i “dogmi” della certezza e della linearità.

Basta guardarci intorno per capire che la realtà sembra evolvere “al di qua” della nostra responsabilità, quasi che il mondo debba proseguire la sua folle corsa competitiva nonostante noi. E in quel “nonostante noi” c’è tutto il dramma della grande maggioranza dell’umanità, laddove solo una piccola parte è davvero coinvolta nei processi storici “che contano”. Non sto facendo una constatazione antagonistica, contro qualcosa o contro qualcuno, ma mi limito a descrivere ciò che vedo così come, realisticamente, dovremmo cominciare a chiederci se il popolo è sempre stato, e sia davvero, sovrano nelle nostre democrazie.

Penso che sia venuto il tempo di “ri-appropriarci” di ciò- che-siamo e della realtà-che-è. Se la storia, la realtà, hanno bisogno della nostra partecipazione e del nostro contributo originale e irripetibile, altresì ciascuno di noi ha una responsabilità personale, diretta, ineludibile che non può delegare ad altri e della quale non può disfarsi come se fosse un fardello troppo grande da portare. Responsabilità non è solo “amore per la cosa pubblica” ma è anche coinvolgimento del cittadino che non è solo “fruitore” della democrazia ma che ne è anche “fornitore” in termini di esperienza, di creatività, di pensiero critico, di giudizio storico.

La realtà ci chiama perché noi siamo realtà, non la esauriamo ma ne siamo parte integrante e fondamentale. Ecco che abbiamo la responsabilità della sua evoluzione secondo “giustizia” e della sua “ri-creazione”, processi che non riguardano un “altro tempo” rispetto a quello che stiamo vivendo ma che, nel nostro tempo, ci portano nel profondo e nell’oltre. Infatti, la separazione tra noi e la realtà si lega alla scelta, sempre più diffusa, della “superficialità imminente” nell’ “eterno presente”.

Le sfide da affrontare - Errori nella globalizzazione e inganno dei ripiegamenti autarchici (di Maurizio Melani)

Quel che sul piano degli esiti elettorali è accaduto negli Stati Uniti (dove peraltro risulta ormai dal completamento dei conteggi che Clinton ha avuto quasi due milioni di voti popolari in più di Trump) e potrebbe accadere in Europa è soprattutto dovuto secondo le opinioni ormai largamente prevalenti ad una globalizzazione e ad una rivoluzione tecnologica inadeguatamente governate, basate unicamente su principi liberisti che hanno alimentato diseguaglianze, sperequazioni e frustrazioni, senza ammortizzazioni e protezioni sociali.

In Europa, quando la crisi si è scatenata nel 2008 e si è poi amplificata nel 2011, le forze riformiste cui fa riferimento il Prof. Scotti nel suo articolato contributo pubblicato ieri su questo blog (in sostanza quelle derivanti dalla socialdemocrazia, dalla dottrina sociale cristiana e dal pensiero keynesiano), hanno probabilmente perso l'occasione storica di dare una guida politica al suo superamento. Esse si sono invece divise tra da un lato un rifiuto più o meno radicale dei processi di globalizzazione e dall'altro una sostanziale subordinazione alle ricette sbagliate di politiche recessive quando servivano invece calibrate politiche espansive. E inoltre non sono state in grado di trovare, partendo da una corretta analisi dei mutamenti in corso, nuove forme di aggregazione, di organizzazione politica e di guida culturale, lasciando invece spazio nella comunicazione alle forze basate sull'identitarismo nazionalista e xenofobo che hanno anche potuto strumentalizzare e amplificare i timori per flussi migratori determinati dai conflitti mediorientali, dai disastri ambientali, dai differenziali economici e demografici e da fenomeni di crescita squilibrata e discriminante in Africa e altrove.

Emblematiche sono le posizioni in materia di accordi commerciali e per gli investimenti che il Presidente eletto Trump e non soltanto lui annunciano di voler liquidare, al pari dell'accordo sui cambiamenti climatici, con effetti che sarebbero disastrosi per tutti. Da una parte, anziché puntare su un nuovo internazionalismo basato sulla pretesa che gli accordi massimizzino gli standard sociali, ambientali e di sicurezza dei lavoratori e dei consumatori, viene da molti accettata la logica della chiusura in concorrenza con le forze nazionaliste e identitarie che su questo terreno risultano alla fine vincenti. Dall'altra sono state sottovalutate le preoccupazioni, i disagi e gli effetti economici e sociali di una liberalizzazione degli scambi non adeguatamente governata, che in mancanza di capacità di leadership e di guida culturale sono alla fine gestiti politicamente da quelle forze.

Se non si contenterà dell'identitarismo razzista, una parte degli appartenenti alle classi emarginate o diventate tali che, come accaduto negli Stati Uniti, quelle forze ormai le vota, si troverà comunque ingannata, come furono ingannati coloro che erano stati illusi dai fascismi degli anni venti e trenta, dalle loro posture anti-sistema (dell'epoca) e dai nazionalismi che hanno portano ai disastri che conosciamo.

Questo inganno va smascherato. Il presidente eletto Trump, salvo improbabili ripensamenti su questo punto, ridurrà le tasse ai ricchi, darà ben poco ai poveri, al di là a quanto pare del mantenimento in parte della vituperata obamacare, sarà più di Clinton assistito, secondo le indicazioni che emergono, da esponenti dell'odiato establishment finanziario, e se veramente investirà in infrastrutture dovranno essere impiegati milioni di immigrati per la loro realizzazione. Parallelamente vanno rilanciati senza timidezze i temi della redistribuzione e dell'esigenza di un governo correttivo della globalizzazione basato sulla sostenibiltà sociale e ambientale in contrapposizione ai ripiegamenti autarchici e ai loro danni. E poi occorre non deflettere, malgrado le evidenti difficoltà, dall'esigenza di rilanciare il processo di integrazione europea, sola dimensione nella quale questi temi possono essere affrontati. Integrazione tra chi ci sta, anche sul piano della sicurezza e della difesa, purché ci stiano Italia, Germania e Francia malgrado le nubi che si profilano su quest'ultimo paese.

E' necessaria a questo scopo una grande operazione culturale, di formazione e di illustrazione delle complessità di una realtà che non può essere ridotta a soluzioni semplificatrici e come tali ingannevoli. Cosa non facile se si considerano le logiche del mercato dell'informazione e gli effetti distorti dell'anarchia della rete.

Diario Minimo - Giudizio storico e mondo "exit" (di Vincenzo Scotti)

Il contributo che segue è il primo di Vincenzo Scotti a The Global Eye. L’autore continua le riflessioni cominciate nel 2004 con il libro “Diario minimo. Un irregolare nel palazzo” (Memori)

Il tempo che stiamo vivendo viene descritto come un cambio d’epoca. In cosa consiste questo cambio? Vorrei, in estrema sintesi, tentare un abbozzo di risposta che nasca da una riflessione sviluppata con il concorso di tanti e capace di guardare oltre il corto orizzonte a cui siamo abituati. Sono ben consapevole dei limiti propri di ridurre in poche righe una riflessione che meriterebbe una ben più articolata analisi. Nonostante il rischio è utile formulare una ipotesi, certamente da approfondire e da verificare. Con la consapevolezza della difficoltà dell’ impresa, cerco subito di abbozzare l’ipotesi e di aprire una discussione.

Nei Paesi della ostentata opulenza, i resoconti giornalistici, le fotografie e i filmati della crisi degli anni venti del ‘900 e delle atroci violenze della seconda guerra mondiale misero a nudo, alla fine della seconda guerra mondiale, le aberrazioni compiute dalla sete di profitto, di potenza e di totalitarismo in Europa.

I cinque Stati vincitori della seconda guerra mondiale, legati da un patto contro il totalitarismo nazista, avevano due visioni radicalmente contrapposte per uscire dalla miseria e dalla guerra: o andare oltre il capitalismo e verso il comunismo e oltre la democrazia liberale verso la democrazia popolare o riformare la democrazia e il capitalismo vincolando gli Stati a rendere effettivi i diritti di libertà formali assicurando i diritti al lavoro, alla salute, all’educazione senza discriminazione di sesso, razza, religione.

Già prima della Seconda Guerra Mondiale negli Stati Uniti si materializzò, con la Presidenza di Roosevelt, un “New Deal”, un riformismo per sostenere la crescita e la redistribuzione della ricchezza. Un riformismo che troverà sostegno nella analisi keynesiana e nella indicazione della necessità per gli Stati di sostenere il livello della domanda aggregata e consentire così al meccanismo di mercato di funzionare in maniera equa ed efficiente.

Dopo la guerra, i grandi Paesi capitalisti e democratico-liberali affrontarono un cambiamento epocale che si fondò su due pilastri. Innanzitutto una correzione rilevante dell’individualismo capitalistico con effettive forme di inclusione e solidarietà tra giovani e vecchi, tra occupati e disoccupati, tra ricchi e poveri con il ricorso a forme di fiscalità progressive e la nascita di un “welfare state”.

Contestualmente si fecero strada tentativi di superamento delle forme esasperate di nazionalismo cercando forme di cooperazione, di integrazione politica, economica, e finanziaria come risposta a una concorrenza senza regole per il controllo delle materie prime e delle fonti energetiche e per il dominio dei mercati nell’epoca post-coloniale e globale. Le realizzazioni furono tante e, sfidando non poche resistenze, andarono dal piano Marshall agli accordi di Bretton Woods e San Francisco, al punto cinque di Wilson, all’ Alleanza Atlantica, alla creazione della Ceca, della Cee, della Unione Europea. Le scelte degli Stati furono sostenute, in non pochi casi, dalla pressione dei popoli e dalla necessità di fronteggiare il confronto con il blocco comunista.

La caduta del muro di Berlino accelerò i processi di una globalizzazione senza regole e caratterizzata da una sfrenata liberalizzazione e privatizzazione, nella illusione di potersi affidare esclusivamente ai meccanismi automatici del mercato.

La crescita dei debiti sovrani degli Stati, per sostenere una spesa pubblica crescente, portò all’aumento della pressione fiscale soprattutto sui ceti medi. Un accentuato statalismo nella gestione del welfare accentuò la sua burocratizzazione. Nei Paesi emergenti la crescita della produzione in settori di base e dei beni di grande consumo (facendo leva sul dumping fiscale, sociale e sindacale) ha messo in crisi intere filiere produttive nei Paesi di antica industrializzazione con conseguenti tensioni occupazionali e sociali. Ha richiesto una ricollocazione internazionale dei sistemi produttivi dei Paesi industriali. Contestualmente, le differenti dinamiche demografiche tra le grandi aree del pianeta hanno fatto crescere i flussi dei rifugiati e dei migranti dai Paesi in guerra o afflitti dalla miseria. In una prima fase, quando i tassi di crescita dei Paesi industriali erano elevati, non avevano scatenato rivolte xenofobe.

Tutto è cambiato con lo scoppio della crisi planetaria del 2007-2008. I Governi si sono rivelati generosi nel sostenere ed evitare il fallimento delle banche e nel garantire i grandi finanziatori degli Stati. Errate politiche di austerità hanno portato, e portano, a cancellare la crescita, ad accentuare rapidamente le disuguaglianze interne, spingendo sotto la soglia di povertà larghe parte dei ceti medi, senza riuscire a ridurre i debiti sovrani che hanno continuato a lievitare. In tal modo, si sono ridotte o cancellate fasce di protezione sociale e sono aumentati i livelli di disoccupazione, i salari sono restati costanti e hanno avute conseguenze gravi sulla crescita della domanda globale. Alla fine, paura e frustrazione hanno portato nella generalità dei Paesi a una rivolta, chiamata impropriamente populista, contro quelle che sono state considerate le cause della crisi:

- “l’invasione” dei rifugiati e migranti (la cattiva se non pessima gestione della integrazione e i muri di molti Paesi membri dell’Unione Europea) e la grande miopia dei Governi e delle Istituzioni internazionali;

- la crisi dei processi di integrazione sovrannazionale che sono stati a fondamento di quasi un secolo di politiche di coesione e di solidarietà internazionale.

Le mancate risposte della politica hanno portato al rifiuto della politica inefficiente, corrotta e sopraffatta dai grandi poteri finanziari del mondo. Le leadership politiche si sono difese affidandosi a tecnocrazie capaci di offrire solo modelli e vincoli quantitativi in grado di tener buoni i mercati ma non certamente i cittadini.

E’ cosi cresciuto il grido “exit” da ogni struttura sovranazionale e il ritorno a chiusure nazionali ed “exit” da ogni forma di solidarietà e di coesione sociale.

Finisce così un’epoca e ne nasce una nuova che, senza affrontare i nodi politici che legano insieme le condizioni del benessere materiale e le condizioni di una possibile coesione e solidarietà democratica, sembra aver trovato la nuova pietra filosofale: uscire dai legami e dalle istituzioni sovrannazionali per ritrovare sicurezza, forza e crescita chiudendosi nelle antiche sicurezze nazionali. La battaglia politica, in questo tempo storico, è per l’ “exit”, processo non certamente breve né facile ma certamente capace di rassicurare e proteggere (la Brexit è stato uno "spartiacque storico" assai evidente). Si tratta di bloccare i flussi migratori e respingere gli “illegali”. Si tratta di restringere l’area della democrazia per rendere più efficiente e più corta la catena del comando di un Paese.

I grandi riformisti del secolo passato ricorrono alla demonizzazione dell’ “exit” e divengono conservatori di istituzioni e politiche che non trovano consenso e sostegno e che favoriscono ogni forma della cosiddetta “anti-politica” che, però, tale non è. Nel vuoto venutosi a creare, infatti, essa è l’unica risposta politica che va incontro alla paura e nella ricerca di risposte semplicistiche a problemi terribilmente complessi. Cosa sarà l’epoca dell’ “exit”, come riusciremo a ricollegare i ceti degli emarginati e la politica, sotto quali forme nascerà un nazionalismo ragionevole e responsabile e una integrazione possibile negli Stati e fra gli Stati ? La sfida è aperta.

(Segni dei tempi) Democrazia, classi dirigenti, realtà (Marco Emanuele)

Le democrazie "competitive 4.0" rischiano di perdere la loro "anima", di sacrificare l'esperienza democratica. Siamo arrivati al punto che il votare forze cosiddette "anti-sistema" o l' astenersi viene classificato come "anti-politica". Questa definizione rischia di far de-generare ancora di più l'esperienza democratica perché interpreta in modo erroneo scelte totalmente politiche dei cittadini.

Le classi dirigenti in democrazia, per ri-tornare a essere tali e non solo "megafoni" eterodiretti, dovrebbero ri-pensarsi alla luce dei nuovi "stimoli" che i processi democratici offrono loro. Qui il problema non è di essere a favore o contro alcune posizioni ma di ri-trovare il senso e la dignità della politica che continua e continuerà ad essere l'attività nobile che permette di comprendere e di governare ciò che accade nelle società. Le classi dirigenti hanno la responsabilità di considerare ciò che accade non come un errore (quando non è gradito) ma come la realtà-che-è, facendo i conti con il fatto che il mondo di oggi chiede sintesi politiche adeguate ai tempi, accantonando l'armamentario novecentesco ma anche guardando alle dinamiche del "secolo breve" per ri-pensarle e per cercare di capire come siamo arrivati a questo punto. Il mondo a-polare non si è formato per caso, non stiamo vivendo un accidente della storia.

Oggi, secondo me e ricordando Edgar Morin, siamo tornati alla preistoria della condizione umana. Da un lato abbiamo le grandi innovazioni tecnologiche e informatiche e, dall'altro lato, abbiamo lo sfogo incontrollato degli istinti primordiali; è fin troppo evidente che mancano la mediazione e la progettualità della politica e la "profondità" di un pensiero complesso. Ci vuole un impegno comune, e il più possibile condiviso, per ri-tornare alla realtà di ciò che stiamo diventando.
